State wise Quarantine Policy for Domestic Travel

1]Andaman Nicobar

Home quarantine

14 days


2] Andhra Pradesh

A) Institutional Quarantine:
7 days (Passengers coming from Chennai, Mumbai, Delhi, Gujarat, Rajasthan, Madhya Pradesh, Telangana & Karnataka)

B) Home Quarantine:
14 days (Passengers arriving from remaining locations)

C)Action to be taken by Passenger:
  • All arriving passengers should enroll on website spandana.ap.gov.in before buying the ticket.
  • Exemptions can be given to business persons from home quarantine subject to they providing a COVID negative certificate issued by ICMR authorized laboratory within the last three days of arrival.
  • 10% of people coming into the state by air, rail and road should be tested on a random basis.
  • Foreign returnees test might be conducted between the 5th and 7th day (upon arrival) and, based on the result, follow up action be initiated.

3] Assam

A) Institutional Quarantine:
7 Days

Exemptions :
  • Pregnant women, elderly persons above 75 years
  • Person due to attend funeral of immediate relation
  • Children below 10 years
  • Divyang people
  • Pre-existing health conditions
  • Immediate relative of hospitalized patients

B) Home Quarantine:
7 Days - Post completion of institutional quarantine

C) Action to be taken by Passenger:
Declaration form prescribed by state to be filled by passengers at arrival.

4] Bihar


NO QUARANTINE.

5] Chandigarh

A) Home quarantine:
14 Days.

B) Action to be taken by Passenger:
·         All arriving passenger must fill the health declaration form
·         All residents of Punjab should undergo COVID 19 test (free of cost)


6] Chattisgarah

A) Home quarantine:
14 Days.

B) Action to be taken by Passenger:
  • All arriving passengers in Raipur must have E-pass downloaded with them.
  • Passenger to do registration on: http://epass.cgcovid19.in
  • If passenger found symptomatic on arrival, airline will guide customer along with their bags to the dedicated medical room


7] Delhi

A) Action to be taken by Passenger: (Mandatory to download Arogya Setu App) 

  • As per the government mandate, anyone arriving by international fight at Delhi Airport will have to sign an undertaking in which they will have to accept this obligation, i.e., 7 days of paid quarantine, which will be signed by the individual,or a family member, and retained by the overseas mission/embassy before the booking is confirmed. This will be followed by 7 days of home quarantine.
  • Those planning to stay in the Delhi-NCR region will have to undergo the mandatory health screening, which will include primary screening by Airport Health Officials (APHO).
  • Passengers will also be required to undergo a secondary screening at the Delhi Government post, after which they will be allowed to proceed to the approved quarantine location.
  • Passengers seeking exemption from quarantine, will need to fill an exemption form and discuss their case with government officials inside the terminal on arrival. Further, if you are exempt from quarantine in Delhi and your final destination is another state, you must make arrangements for quarantine on arrival in the destination state with government officials.
  • As per guidelines, those who can be considered exempt from the quarantine rules are pregnant women, anyone who suffered death in the family, anyone suffering from serious illness, and parents accompanied by children below 10 years. However, they will have to send an undertaking form, along with required documents, to airportcovid@gmail.com.
  • Domestic passengers are required to undergo mandatory thermal screening near the exit gates, whereas those found to be asymptomatic, will be allowed to leave the airport premises. However, they will have to undergo home quarantine for 7 days.

8] Goa

A) Institutional quarantine:
Post COVID test till result is out.

B) Home quarantine:
14 Days. (to be opted by passenger)
COVID test mandatory for passengers without COVID test certificate.

C) Action to be taken by Passenger:
Passenger to choose one of the following option
  • Produce a COVID-19 negative certificate issued within 48 hours by ICMR recognized lab.
  • Mandatory – If point 1 is not valid then all passengers must get the test done at airport by paying 2000 and be in paid Institutional quarantine till result is out OR passenger can opt for 14 days home quarantine with stamp.
  • Declaration form to be filed before or on arrival into Goa

9] Gujarat
A) Home quarantine:
14 Days.

B) Action to be taken by Passenger:
  • Passengers need to register before landing in Surat.

10] Haryana

A) Home quarantine:
14 Days. Asymptomatic passengers will be permitted to leave the airport

B) Action to be taken by Passenger:
  • All passengers need to download Arogya Setu app
  • Passengers flying to Chandigarh must fill self-declaration form.


11] Himachal Pradesh

A) Institutional quarantine:
14 Days – If coming from Red Zone district or passengers having Influenza like illness symptoms.

B) Home quarantine:
14 Days - If passenger carrying negative COVID 19 test report from ICMR authorized lab which should not be older than 48 hrs from date of departure

C) Action to be taken by Passenger:
  • All passengers need to download Arogya Setu app
  • Though a person can come to the state through registration on Covid e-pass software (http://covid19epass.hp.gov.in), proof of residence and the place of start of journey and destination will have to be uploaded on the portal now.
  • When a person wants to enter Himachal as a tourist, for business or for any other purpose, he will have to provide address proof of his house in HP or the hotel, where he will be staying.
  • The residents of state exiting the state to visit other states for short duration for medical, business or office purpose and coming back to state within 48hours may also be exempted from any  requirement provided they are asymptomatic.



12] Jammu & Kashmir
A) Institutional quarantine:
14 Days

B) Home quarantine:
14 Days – State Domicile – Swab test & home quarantine if test are negative.

C) Action to be taken by Passenger:
  • Mandatory COVID 19 test on arrival.
  • Passenger to fill up ICMR Health form on arrival
  • Passenger will be under Institutional quarantine until resulted negative. Post negative result, passengers will be kept in home quarantine


13] Jharkhand

A) Home quarantine:
14 Days

B) Action to be taken by Passenger:

  • Everybody entering Jharkhand — by rail, road and air — will have to provide their personal details to the state government before embarking on their journeys so that they can be monitored for possible Covid-19 infection.


14] Karnataka

A) Home quarantine:
7 Days - Passengers coming from other states including Maharashtra


B) Action to be taken by Passenger:
  • Passenger needs to have Seva-Sindhu portal pass from https://sevasindhu.karnataka.gov. in/ Sevasindhu/English
  • Passenger cannot travel without the pass.
  • Passenger should fill self- declaration form provided by govt. of Karnataka at departing/origin station.
P.S: Guidelines for business travellers:
Rules for travellers returning within 48 hours of arrival:
  • Must have a valid return ticket.
  • Must provide all the details of the person(s) intended to meet with during your stay in Karnataka.
  • No quarantine and hand stamping for such visitors.


Business travellers returning within 7 days of arrival:
  • Must have a valid return ticket
  • Must provide all the details of the person(s) intended to meet during your stay in Karnataka.
  • The person will have to undergo a paid Coronavirus test on arrival at the airport.
  • Institutional quarantine for 48 hours until the results are received.
  • To avoid the quarantine and COVID-19 test, the person must show his/her ICMR approved Coronavirus negative test report (not more than 48 hours old).


15] Kerala

A) Home quarantine:
14 Days - Business travelers with stay less than a week are exempted.

B) Action to be taken by Passenger:
  • After obtaining the flight tickets, passenger shall register their details on https://covi- d19jagratha.kerala.nic.in/
  • Below are the instructions to be followed: (Covid-19 Jagratha portal - Public Services - Domestic Returnees Pass - New registration - Enter details - Submit). One has to select the airport of arrival.
  • Arrival passengers need to carry e-pass after registering their details on the portal.
  • CCJ - No counters, e-pass mandate from origin.
  • TRV - Passengers without e-pass to undergo instuitional quarantine till obtaining it. Passenger will not be sent back.
  • COK - Need to fill from at origin. In case of a miss, passenger can fill a manual form on arrival. However, the health officer will not entertain large numbers.
  • On arrival, passenger to show their e-pass to health department at airport and undergo home quarantine for 14 days.
  • Passenger should fill self- declaration form provided by govt. of Kerala at departing/origin station.
  • Passengers must have the entry pass for Kerala plus any other state or UT to which the traveler is finally deciding to go after alighting from flights.


16] Madhya Pradesh

A) Institutional quarantine:
10 Days
If symptomatic on arrival and tested positive
If symptomatic institutional quarantine till test result

B) Home quarantine:
7 Days


17] Maharashtra


AURANGABAD
A) Home quarantine:
14 Days

B) Action to be taken by Passenger:
  • All passengers to download Aarogya Setu app and furnish self- declaration on arrival.
  • Passengers visiting Mumbai for short duration (<= 7 days) need to share the details of onward journey

KOLHAPUR
A) Institutional quarantine:
7 Days

B) Home quarantine:

7 Days (post institutional quarantine) and if returning within 7 days then no quarantine

C) Action to be taken by Passenger:
  • All passenger to download Aarogya Setu app & furnish declaration
  • Passengers visiting Mumbai for short duration (<= 7 days) need to share the details of onward journey.

MUMBAI
A) International Passegners:
  • Those arriving at Mumbai airport via a Vande Bharat flight, and have no connecting flight to take, will have to undergo institutional quarantine for 7 days after their exit from the airport. And this will be followed by home quarantine for another 7 days.
  • Then, if you arrive via Vande Bharat flight, and want to travel further via road to your destination state, you will have to go through both institutional and home quarantine rules, as you will be leaving the airport technically.
  • People taking any other international flights other than Vande Bharat, which has further air connectivity, will have to keep in mind the quarantine rules of the destination state.
  • Also, if you are arriving at Mumbai airport from any other country on an international flight, rather than Vande Bharat flight and want to exit, both institutional quarantine and home quarantine, each for 7 days, will be applicable.


B) Domestic Passegners:
  • If you board a domestic flight from any state and arrive at Mumbai airport, you can exit the airport, but will have to remain in home quarantine for 14 days.
  • Now, if you are arriving at Mumbai airport, and will be returning within 7 days, no quarantine rule will apply.
  • If you are arriving at Mumbai airport and have further air connectivity, you will have to follow the quarantine rule of the destination state.
  • In case you want to take a Vande Bharat flight but arrive on a domestic flight, and are not leaving the airport after arriving, you will not have to undergo any quarantine.
  • Remember to check the quarantine rules of your destination before planning such a trip.



C) Action to be taken by Passenger:
  • All passenger to download Aarogya Setu app & furnish declaration
  • Passengers visiting Mumbai for short duration (<= 7 days) need to share  the details of onward journey.


NAGPUR
A) Home quarantine:
14 Days – Except passengers with less than 3 days of stay.

B) Action to be taken by Passenger:
  • All passengers to download Aarogya Setu app and furnish self- declaration on arrival.
  • Passengers visiting Mumbai for short duration (<= 7 days) need to share the details of onward journey


PUNE
A) Home quarantine:
14 Days

B) Action to be taken by Passenger:
  • All passengers to download Aarogya Setu app & furnish declaration
  • Passengers to submit self- declaration form post arrival to airport


SHIRDI
A) Institutional quarantine:
10 Days

B) Home quarantine:
4 Days – Followed by Institutional Quarantine.

C) Action to be taken by Passenger:
  • All passengers to download Aarogya Setu app & furnish declaration
  • Passengers visiting Mumbai for short duration (<= 7 days) need to share the details of onward journey.


18] Manipur

A) Institutional quarantine:
14 Days

B) Action to be taken by Passenger:
  • Health status to be certified by on Aarogya Setu app before departure.


19] Mizoram

A) Institutional quarantine:
14 Days (to be opted by passenger)

B) Home quarantine:
21 Days (to be opted by passenger)

B) Action to be taken by Passenger:
  • Health status to be certified on Aarogya Setu App before departure.
  • Passenger needs to register themselves on the state website (https://mcovid19.mizoram.gov.in/) for quarantine options. Passenger can choose either 14 days of institutional quarantine or 21 days of home quarantine. 


20] Meghalaya

A) Institutional quarantine:
48 Hours

B) Action to be taken by Passenger:
  • Arriving passengers should register on the state portal http://meghalayaonline.gov.in/ covid/registerall.htm
  • Passenger to confirm itinerary post registration on below numbers between 10 am – 8 pm.

21] Nagaland

A) Institutional quarantine:
14 Days

B) Home quarantine:
14 Days - followed by 14 days of mandatory institutional quarantine

28 days with active surveillance for
  • Person above the age of 60 years,
  • Children & parents of children 10 years & below
  • Pregnant women & accompanying spouse 

22] Odisha


A) Institutional quarantine:
14 Days – Exception if exiting Odisha within 72 hours.


23] Punjab

  • Any person coming to Punjab by any mode of travel — road, rail or air — will be medically screened on entering the state and will be required to e-register by using the COVA app on smartphone or through a weblink,https://cova.punjab.gov.in/registration.
  • Except for frequent travellers, all inbound persons after reaching Punjab will have to undertake a self-quarantine of 14 days and during this period they will have to update their health status daily on the COVA app or would have to call 112 daily.
  • In case, they feel they are developing symptoms of Covid-19, they will have to immediately call 104.
  • International travellers will have to undergo institutional quarantine for the first 7 days and home quarantine for the next 7days.


24] Rajastan

A) Home quarantine:
14 Days

B) Action to be taken by Passenger:
Self-declaration to be  given by passengers and go through screening process
Symptomatic passengers will be isolated and taken to nearest health facility.


25] Tamil Nadu

A) Institutional quarantine:
14 Days - Only if home quarantine facility is not available for passengers.

B) Home quarantine:
14 Days

C) Action to be taken by Passenger:
  • All passengers travelling to Tamil Nadu need register on state website and apply for TN e-pass.
  • Link https://tnepass.tnega.org/
  • All passengers travelling from states of Maharashtra, Gujarat & Delhi will be tested for COVID on arrival

26] Telangana

07 Days Institutional quarantine followed by 07 days of Home quarantine for International Passengers.


27] Tripura

A) Institutional quarantine:
Passengers with foreign travel history in last 28 days to be kept in institutional quarantine till the results are declared.

B) Home quarantine:
14 Days - Random sample collection (Every 5th passenger)

C) Action to be taken by Passenger:
  • Passengers coming for stay less than 72 hours will be permitted to go on the condition that they shall self-monitor the heath.
  • Collect details of passengers coming to Tripura for stay more than 72 hours & advise for home quarantine & self-monitor health.
  • Passenger going to Bangladesh will be via Akhaura check-post will be transported via special transport on payment basis.


28] Uttarakhand

It is mandatory for all passengers arriving at Uttarakhand to install the Aarogya Setu App and register on the Smart City web portal http://smartcitydehradun.uk.gov.in prior to their travel.

Passengers arriving from DOMESTIC FLIGHTS:
  • All passengers without symptoms arriving from cities with high prevalence of Covid-19 will have to undergo 7 days of institutional quarantine followed by 7 days of home quarantine. However, all pregnant women, seriously ill persons and senior citizens above the age of 65 years, or parent(s) accompanied by children below 10 years of age, will be exempted from institutional quarantine but will have to undergo 14 days of home quarantine. Such passengers will only be exempted from quarantine if they return to Uttarakhand within 72 hours.
  • Passengers without symptoms arriving from flights which are transited through any of the cities with high prevalence of Covid-19 and those who have directly arrived from other states/cities (apart from the cities with high prevalence of Covid-19) will only have to undergo 14 days of home quarantine.
  • All passengers without symptoms arriving at Uttarakhand for a short visit of up to 7 days, for exceptional and compelling reasons, such as cases of death in family, serious illness, visiting parents (old-aged)/ family members or any other reason of personal distress, shall be exempted from quarantine, but will only be allowed to move outside their homes (address that was specified on the web portal at the time of registration) to attend for the aforementioned reasons.


Indian passengers (nationals/tourists) arriving from INTERNATIONAL FLIGHTS:
  • It is mandatory for all passengers without symptoms arriving at Uttarakhand to undergo 7 days of institutional quarantine followed by 7 days of home quarantine.
  • Passengers without symptoms who arrive in Uttarakhand on exceptional and compelling circumstances, such as pregnancy, death in family, serious illness, senior citizens above 65 years of age and parent(s) accompanied by children below 10 years or due to any other reason of personal distress, as assessed by the ARC/ State Nodal Officers/District Nodal Officers in co-ordination with Health Authorities, may be exempted from institutional quarantine. They will then have to undergo 14 days of mandatory home quarantine.



29] Uttar Pradesh

A) Institutional quarantine:
7 Days – for international passengers only

B) Home quarantine:
14 Days

C) Action to be taken by Passenger:
  • Passenger will need to register state website before they exit the arrival hall

  • Passenger coming for short duration & travelling to some other destination will have to submit their travelling details & will be exempted from quarantine measures.


30] WEST BENGAL

KOLKATA & BAGDOGRA
A) Home quarantine:
14 Days

B) Action to be taken by Passenger:
  • Passengers to fill up and submit the declaration form using Sandhane App developed by H&FW Department West Bengal.

  • Asymptomatic passengers will be permitted to go with a advice for self-monitoring
  • In case any Asymptomatic passengers develop any symptoms, they shall inform the local medical officer or state call center 1800 313 444 222/033 - 2341 2600,2357 3636/1083/1085 for medical interventions.
  • Samples will be collected for COVID test from all symptomatic passengers. They will be taken to the nearest health facility for sample collection and health condition assessment.
  • Those, having mild symptoms, will be asked to go for home/institutional isolation.
